Idea that the member who gets a plurality wins the seat: plurality: get more votes than others but is not the majority. Canadian election act: disqualifies the following from voting, chief electoral office, returning officers, federally appointed judges, prison inmates ,those deprived of their liberally by reasons of mental disabilities and those convicted of corrupt and illegal practices. Controversy: 2001 election: complaints that they had been telephoned just prior to inform them that the location of their voting station had changed, made by liberal supporters, house of common gave more tool to monitor election. Discrepancies between seats and votes: national level: party with the majority always won with more seas than it deserved and opposition was underrepresented, diffusion of support was not available as some were under and others were over represented. Discrepancies between seats and votes: provincial: these affect parties in 3 ways.
