Primary function of election is to allow the mass of citizens to choose their parliamentary representatives and indirectly their governmental leader. Elections inform the public, can be used to articular certain interests, and serve as a legitimation function. Question of whether elections are free and fair arises in political systems that claim to be democratic: free: almost anyone or any party an enter the race.
