Good policy analysis considers alternative responses for an issue. This means that a range of people may be involved including internal policy officers, external stakeholders and experts. A search for an alternative may include: finding out what other places are doing, look at recent reviews and reports, academic journals, consult with external experts, consult with frontline staff. The job of a policy officer is to provide a recommendation to the minister. Good policy analysis will point out a number of potential solutions. While a minister may not follow your advice, that is their choice, but they often will if you have done good analysis because it reflects the desires of stakeholders and is based on information or evidence. Incremental, of small variations of existing practices: based on evidence or best practice, minimises risk, defendable. Interest group impact: has a community impact, community values, social justice principles, cultural heritage impact. Economic framework: cost-benefit analysis, cost-effectiveness, opportunity cost, market competitiveness, regulatory impact.
