JSB178 Chapter Notes - Chapter 5-6: Glyn Davis, Policy Analysis, Rationality
Document Summary
From the australian policy handbook by catherine althaus, peter bridgman and glyn. Week 5 chapter 5: policy analysis (p. 59-89) Rationality: a scientific and rational approach to decision making is ideal yet only occurs when there is agreement on objectives. In practice, decision making is rarely rational and hardly ever comprehensive. A sequence for policy analysis: formulate the problem, set out goals and objectives. Identify decision parameters: search for alternative solutions, propose a solution or options. Propose solutions: some problems have one clear solution; however, most can have multiple options for action. If options are not appealing to politicians a call for more research can be made. Week 6 chapter 6: policy instruments (p. 91-100) Instruments differ across jurisdictions: the commonwealth plays a large role in the policy instruments we apply, the federal division of powers also puts constraints on policy instruments.
