When considering this issue we think about what requires limitation and does it need to be constrained. Essentially dissent/protest is expressions of disapproval however these differ between the two: dissent: small scale often involving opinions and beliefs expressed through speech, protest: large scale which is often more social, public, organised, frequent and involving political arguments.
