Virtually all 14-17-year-olds are enrolled in school. School term is about 180 days: typical student attends 90% of term. Adolescents now stay in school for more years than in previous eras. Role of children and young adolescents in workforce changed. New child labor laws narrowed and limited employment of minors: urbanization. Reformers envisioned education as a means of improving lives of poor and working classes: compulsory secondary education as means of social control. Help americanize immigrants: 1920s, educators wanted more practical curriculum that included preparation for work and citizenship. Poor performance is disproportionally seen among disadvantaged black, Incentives for schools to push low-achieving students out. What should schools teach: standards-based reform. Policies designed to improve achievement by holding schools and students to predetermined set of benchmarks measured by achievement tests. Common core: set of standards in english language arts and mathematics. Because of widespread disappointment in public schools, parents look to other options.
