May fear entering another war with others with what they say. Assumes that war is over once a settlement is reached. Iraq shows that conflict process extends long past accomplishment and into postwar peace. Assumes that states act rationally. states and iraq were intentionalist, developed strategies to attain their goals, cognizant of the goals of the other. Both were self- deluded, biased in decision making and were misrepresented by the opponent. Bargains are not credible or in the interests of the parties to honor. Any agreement reached today to avoid war may not be in the interests of an actor to carry out tomorrow.
