The author makes many conclusions to answer the question who governs? . The first answer to who governs? is competing political parties, but they do so with the voter"s consent. Another answer to the question is that interest groups govern. *the third answer to this question may be that the elites govern. The author finds this theory higher persuasive and views the concentration of power in the hands of the elite a necessary consequence. (dahl. p. 6) *finally, the last answer to the question of who governs? is the masses. Leaders cater to the masses in exchange for their obedience and loyalty. Individuals who are better-off (high income, good job, residence, etc. ) often have higher participation in political affairs. The independent variable is the income and the dependent variable is the participation. If income/resources were evenly distributed in the united states, we would likely see either equal participation in politics among voters or lower participation across the board.
