War can be categorized into 3 categories. Even after a victory they are only 68% stayed in power. Obviously is less likely to stay in power after a loss. Democratic leaders are much more likely to lose office when they lose. Very likely to be killed or exiled if non democratic. France and germany were bitter rivals for much of the 20th century. Democratic peace = the observation that there are few if any clear cases of war between mature democratic states. Their participation in wars is roughly the same as non democratic states. Find themselves at war with non democratic states. Democracy = a political system in which candidates compete for political office through frequent, fair elections in which a sizable portion of the adult population can vote. Representation, accountability and interests in war and peace. Citizens pay costs of war, not leader.
