As a condition of the cease fire that ended the 1991 war when iraq invaded kuwait, iraq agreed to eliminate its nuclear, chemical and biological weapons and to permit the un to monitor its compliance. Bush administration decided they would remove dictator if necessary. France, russia and china were reluctant to use military force. Did not find the stockpiles they assumed were there. Obama ordered humanitarian relief and american military advisers to iraq in addition to airstrikes in 2014. Interests = what actors want to achieve through political action; their preference over the outcomes that might result from their political choices: power/security, economic/material welfare. Actors = the basic unit for the analysis of international politics, can be individuals or groups of people with common interests. State = a central authority with the ability to make and enforce laws, rules and decisions within a specified territory.
