Argentina wanted to take the attention away from conflict within in the country so they attacked the falkland islands. Britain was going through a recession and they fought away argentina to distract. Consequences to starting a war because of this effect and then fail at it. Narrow interest, not entirely bad; led by a small group but could still be positive. Syrian intervention - military more cautious because of the resource needed to carry out the war. Hawkish government: larger value of war; narrow bargaining range; lower costs. Look to the change in government value of war to determine hawkish vs dovish. R2p international community has a responsibility to protect. Sanctions, intervene militarily, armed support, aid to government. Need to prove that government will not and it"s not that it cannot.
