Many different ways to cooperate and specify obligations. Typically the reason they are doing this is because they are better off cooperating. Distribution problem: figuring out which is the best solution. Coordination problem: hard to achieve because all the actors have to agree to do the exact same thing. Actors often face a combination of these two problems. Treaties reflect political realities; treaties shaped by political interactions. Treaties alter domestic politics once they are signed. Can clarify who is more enthusiastic to comply vs. who isn"t super ready to comply (who submit reservations) Often the case of the us: sometimes they don"t comply because it"s difficult to comply through the domestic legal system. Death penalty; implemented by states (state based crimes; not federal crimes) Hard to sign something that supersedes state and federal law.
