George washington became the rst president under the new constitution of the us on april 30, 1789. American leaders believed that maintaining political harmony was crucial to this success. Also appointed a supreme court of 6 members headed by john jay; Political divisions rst surfaced over the nancial plan developed by hamilton in 1790 and 1791. His long term goal was to make the us a major military and political power. Step one: establish the nation"s credit-worthiness meaning to create conditions under which persons would loan money to the government by purchasing its bonds, con dent they would be repaid. Step two: called for the creation of a new national debt. The old debts would be replaced by new interest-bearing bonds.
