The subsidiary bodies on implementation (sbi) and scientific and technological advice (sbsta) and the ad hoc working groups that have forward negotiations on specific issues which the cop ultimately has to approve. Governments often organize into blocs (a combination of countries, parties, or groups sharing a common purpose) and negotiating coalitions to increase influence and to advance common agendas.
