Cutting a bar magnet in half results with two smaller bar magnets. The field of the bar magnet is similar to the electric field of dipoles. The origin of all magnetic field is electric current (charges in motion) Electric charges are always moving inside a material, magnetic material support internal current that create magnetic fields. These wires do not exert an electric force on each other because they are electrically neutral. Connecting a battery to wire 1 produces a current through it. A magnetic field is induced near wire 2. There are still no forces between the wire.
