Another attempt was made to encourage better planning 2 years later: the comprehensive health planning and public service amendments of 1966 authorized funds for state- and area-wide comprehensive health planning agencies. These too failed because they had no teeth. This law was known as the national health planning and resources. It combined several pieces of previous legislation to put teeth into comprehensive planning efforts.
