Depends on both nature"s tendency toward mixing & types of imf. Formation of a solution doesn"t necessarily lower pe of its constituent particles. Ex: formation of solution of two ideal gases, ar & ne. We cannot think of the mixing of 2 gases as lowering their pe tendency to mix related to entropy. Entropy = measure of energy randomization or energy dispersal in a system.
