Cocaine was being used a pleasure drug and doctors warned the ganders of the drugs. It had been identified with despised or poorly regarded groups blacks, lower class whites and criminals. Many articles in the news related black people to do crimes on drugs. President taft said cocaine is the direct incentive to the crime of rape by the african americans in the south when trying to control cocaine and opium.
