Theory: a set of propositions and concepts that combine to explain phenomena by specifying the relationships among the propositions. Helps orient questions and suggests type of evidence to explore. Individual level: personality, perceptions, choices, and actions of individual decision makers or participants provide explanation. State level: domestic factors, characteristics of the the state such as type of government, economy, interest groups, or national interest provide explanation. International level: distribution of power within an international system. Most poliscis use 3-6 levels of analysis. Most important differentiation is between international and domestic. The individual is fearful and power seeking. States act as individuals might in terms of national interest and power. No state can conquer all other states, hence anarchic system. The state is the principal actor in war and politics. State is assumed to be a unitary actor, meaning it acts with one voice.
