Also people that owned their own property were more likely to vote conservative: less intended changes: forbade the local governments from using the money made from selling the housing to build more council housing. Families who were middle-lower class bought their houses readily. But lower classes who lived in poorer council housing found themselves stuck. She gutted the unions: lack of cooperation- refused access and denied them influence. She ignored them: the law/ legislation- conservative party maps out a strategy of moving step by step.
