This act, passed at approximately the same time as the national environmental policy act that created the environmental protection agency (epa), outlines responsibilities of the epa to protect all aspects of air quality in the u. s. The 1970 act authorized comprehensive federal and state efforts to limit industrial and automobile emissions through four programs: national ambient air quality standards (naaqs), state implementation plans (sips), new source performance standards (nsps), and national. The act was amended in 1977 to provide guidelines for protection of areas that had attained naaqs, and requirements for areas not attaining naaqs (like baton rouge and ozone). Pm-10, only moderate and serious classifications, with different requirements depending on the severity of the problem. Title ii establishes tighter pollution standards, and mandates improvement in fuel quality (e. g. , e85 gas) for nonattaining areas. Title iv: reductions in so2 emissions in two phases, 110 power plants by 1997, and 2,000 power plants by 1998.
