Federal judicial circuits us courts of appeals than even scotus outside of which by scotus. Court 9 decisions have been overturned more than others, being more liberal. Scotus gets involved when different appellate courts have ruled contrary to another (ex: having different decisions on same-sex marriage is two different districts mean that perhaps if someone moved from one district to another, their marriage was invalidated) Federal court structure and the flow of cases to the supreme court. Appellate jurisdiction: if something gets to appellate courts, it has already been heard by someone else. The american bar association, which is for attorneys, is considered a neutral association which rates judges since attorneys want a consistency.
