▪ Napoleon helped Germans gather national feelings – against being ruled
by the French. They thought they should come together to be a single
country and not be under another’s rule
• It would be difficult to imagine a united Germany
o Germany united politically would not mean they would
religiously be united
o It would mean the defeat of a great power to let German
rule itself
o German countries celebrated their differences, and if they
became a united country, their particularism would be lost
o France did not want a powerful country to be created on
its eastern border
- 1819, Prussia sponsored a tariff union
o Zollverein (Tariff Union in German)
▪ Get rid of tariff barriers and everyone can trade freely within the zone
mentioned in the union
▪ Increased trade and manufacturing in all of northern Germany
▪ 1834, most of northern Germany had joined the Zollverein by this year
▪ Prussia had been able to build railroads because of this
• Industrial revolution flourishes
• Prussia becomes a greater Giant and flourishes
• Austria is still not accepting ideas of industrial revolution and
technology, not advancing in trade
o Austria’s rulers were German, but only 40% of its
population was German

o gave a lot of speeches and had a lot of proposals, but
accomplished nothing
