Hardly do anything at this time: declaration of rights people want to know exactly what it is they can and cannot do. Because it was successful all the other states adopt it. First national government: articles of confederation confederation government is what gets us through the war. No executive, weak judiciary, strong unicameral legislators: characteristics one state, one vote. No power of taxation: had to ask the states for money.
