Descartes says if he can doubt any beliefs/principles, then it could possibly be false and he does not want to base his knowledge of reality/world around these beliefs/principles. To withhold assent is to suspend belief, as he does with sense perceptions. Just because something can be doubted, does not mean it is false. It just means that they are not necessary truths.
