Educators must serve children first and foremost, not themselves or the systems that employ them. Educators must be true partners with other professionals and parents. Educators must plan carefully so that students will have a good consistent education. Students depend on their right to education, especially those with a disability. Special education- specially designed instruction that meet a child"s unique needs in school. It consists of related services, and supplementary aids and services. Mills v. washington, dc board of education, 1972; pennsylvania association for retarded. Both cases sparked congress to enact idea in 1975. Idea stands for individuals with disabilities education act. Idea expands the group of students who have the right to special education. It applies to infants through students (to age 21). Idea consists of 2 parts; part b and part c. To be included, the student must be unable to function in school without special attention.
