Worked specifically with the kings as a check to their power. Kings did not go forth without the agreement of the gerousia. 5 of them appointed for one year. Acting on behalf of the king and the gerousia. Yet they also spy on them in order to protect the city state. Checking boys in the herd to make sure that they are progressing.
