Gov. of nola (kathleen blanco) sent in national guard very shortly after the storm ; threatened residents w/ m-16s & presence of troops. Set tone for attitude adopted by law enf. Tone + media repetition of images of robbers/criminals lead. White vigilante groups w/ permission of police. Justification for violence against those deemed deserving was amplified through politics & media . examples: We shouldnt worry about how evildoers are treated. Police needed to be a little dirty to keep us safe.
