Describe the major rules and procedures of elections in the united states. Congressional elections that do not coincide with presidential elections are known as midterms. Elections are administered by state and local election boards, rather than on a national level. States can choose rules such as whether they require id to vote, or who can get absentee ballots. Primary elections select each party"s candidate for the general election. Primaries are used at national, state, and local levels. The general election is the decisive electoral contest i. e. who wins the position. Closed primaries - only members registered with the party may vote. Open primaries - all voters (and independents) can choose which primary to participate in. In most other countries, candidates are selected by party officials - they do not hold primaries. Majority system - a candidate must win over 50% of total votes.
