Transitional justice - deals with who should be punished for horrible crimes committed during civil wars. Universality - very important in transitional justice - works to restore individuals back to their rightful place in society. It focuses on reforms to the justice sector. Working towards reestablishment of the rule of law. Assisting in rebuilding of the system of courts required in a functioning democratic society. Decisions about who should be punished will be made by the victorious party. Negotiation of peace settlements, transfer of power, will give perpetrators of crimes amnesty. Capacity of the legal system compromised during the conflict and can"t cope with number of prosecutions. If a person has done something wrong, those actions need to be publicly acknowledged. Legal prosecutions and rule of law - focus on punishment of crimes committed. Perpetrator needs to be punished for his actions. Disciplining someone for actions also educates public.
