2 major ways in which hr has focused on development. Right to development - the struggles of poor countries for a better deal in the global economic system. Hr based approach to development - the struggles of poor ppl for development to realize their rights. Hr is an idea that empowers ppl bc it asserts that individuals have an entitlement, a claim on society, by virtue of the fact that they"re human. Just bc ppl have rights it doesnt mean that society confers them; ppl struggle to claim their rights by mobilizing in a political process. Not just economic definition anymore: ppl are the purpose now. Human development and capability approach - development is about expanding human capbilities that enable ppl to be and do the things they value. Struggles for hr are a part of the process of development.
