Although the un cannot implement rules its detachment from corrupt countries allows it to promote welfare for the countries it governs. Dependent on actions of governments and not of non-state organizations. In an anarchic world states have to be powerful or allied to the powerful to survive. International decision making is based on military security and can not be out weighed by moral principles.
