Other world leaders (eu, canadian, british officials) reticent to use term genocide, other use ethnic cleansing . Later secretary of state powell and bush invoked the term. Genocide convention not helpful in triggering international intervention. Going forward: revisit and strengthen ambiguous provisions in convention but confusion likely not disappear.
