The steps in the scientific method should be repeated many times to explain the behavior in nature. Theory (model) is a set of tested hypotheses that gives an overall explanation of some part of nature. Observation is something that is witnessed and can be recorded. Same observation applies to many different systems in nature. Natural law is a statement that expresses generally observed behavior. Law is a summary of observed (measurable) behavior. Law tells what happens; a theory is our attempt to explain why is happens.
