She said that one of the great things about the federal system is that if the citizens in a state choose, the state can act as a laboratory and without risking the country, try economic and social experiments. However, with u. s. copyright law being a federal law only, there"s less room to try and experiment and develop something. There is only a single copyright law, which creates high stakes for legislators and lobbyists trying to expand the economic protections of the law for those who create their own work. States can"t be innovators or laboratories when it comes to copyright laws. The experimentation in this case, might as well be left to authors in science fiction to imagine what it could be.
