Chapter 2 - the ends and the means of development. Two reasons for the importance of freedom in development. The success of a society is to be evaluated by the freedoms that the members enjoy. Greater freedom is significant in itself and important in fostering the opportunity. Freedom is a determinant of individual initiative and social effectiveness. Greater freedom enhances the ability of people to help themselves and influence the world. Expansion of freedom is the primary end of development. Substantive freedoms = elementary capabilities and the primary means of development. Concerns the way different rights, opportunities and entitlements contribute to the expansion of freedom and promotes development.
