Not just in terms of mechanical balance between food and population. Substantive freedom of the individual to establish ownership over an adequate amount of food. If a person can"t buy food, even if she is surrounded by food, they will starve. Better sharing of available food can save many from starvation. Undernourishment, starvation and famine are influenced by the entire economy and society. Need to know the commodities over which people can establish ownership. Endowment - for most people this is only labour power. Exchange conditions - change according to economic situation. Number involved is often a small proportion of the total population. Purchasing power needed to ward off famine is small.
