Chapter 1: american government: roots, context, and culture. Historians believe that the indigenous people migrated from present-day russia: debate over where they first appeared and where they crossed from. This was a non-homogenous group; their culture, customs, and values varied widely as well as their political system. Estimations of 100 million indigenous peoples before the arrival of colonists who brought diseases with them. The preamble to the constitution is only a declaration of intent; it carries no legal weight. The language of this preamble has not changed in over 200 years; however, its meaning in practice has evolved- making it a living document. Many citizens question how well the us government is delivering on these promises today. Important to look how the government has reformed over time through amendments, legislation, common usage, and changing social mores. Commerce was the most common initial reason for settlement in north america. English settlements in virginia, dutch in hudson and lower delaware (new netherlands)
