A full-time police force was created in response to increasing fear of crime and disorder. There was opposition from the public and politicians who were concerned about the power that would be vested in a formal police force. Before canada was a country, laws were enforced on an informal basis by community residents: policing remained closely tied to local communities, as settlements grew and the demands of law and order increased, this lost its effectiveness. The early police forces were heavily influenced by politics and patronage. Many provinces originally had their own police forces until the rcmp assumed provincial policing responsibilities: ontario, quebec, and parts of newfoundland and labrador are the only provinces now that have their own provincial police forces. The rcmp was founded to maintain law and order but faced internal difficulties as there were high rates of desertion, resignation, and improper conduct.
