Asides from multiple levels of government, the system also has three key sectors: police, courts, and corrections. Within each of these sectors, a number of decisions are mange, ranging from determining whether a crime actually took place to imposing a sentence and deciding whether to release a prisoner on parole. Steps for an accused to enter the justice system: first step - the victim or witness contacts the police to determine whether the act is criminal or not. In the absence of reasonable grounds to believe a crime took place, the police records the incident as unfounded and no further official action is taken. If they believe a crime was attempted or committed, they deem it. If the accused person is identified in connection with e incident, the police must decide whether to lay a charge or deal with the individual less formally with an alternative measure ex; letter of apologize or warning.
