Earlier it only involved overt (watsons view of behaviourism) We only have indirect knowledge of ppls covert b. Covert b of others are inferred from their overt b (exception is physiological responses that can be measured by instruments) Talking about ones private experiences is an overt behaviour. Its where you are (not who you are) that counts: b is situation specific. B model consistancy is determined by the situation in which the b is performed.
