Tall organizations have narrow spans of control and flat organizations have wider spans of control. Flattening hierarchy accomplishes things such as increasing speed of decision making. More responsibility and self-management is going to come from lower levels, employees who are closest to serving customers and making the product are more involved in decision making. Bureaucratic organizations are obsessed with control through adherence to the rules. Being able to adapt to the change is critical but the rules impedes on the ability to adapt quickly.
