Unemployment rate the raio of the unemployed to the labor force in percentage terms. A given unemployment rate may relect two very diferent realiies. An acive labor market, with many separaions (workers leaving or losing their jobs), many hires, and lots of workers entering and exiing unemployment. A inacive labor market, with few separaions, few hires, and a stagnant unemployment pool. Finding out what reality hides behind the aggregate unemployment rate requires data on the movement of workers. Quits: worker leaving their jobs in search of beter alternaives. Many of those classiied as not in the labor force are, in fact, willing to work and move back and forth between paricipaion and nonparicipaion. The low from nonparicipaion in the labor force to employment is larger than the low from unemployment to employment.
