Contras used it to increase their drug force. The law, law enforcement, drug operatives, etc. represent traditional elite & imperialism. Oc groups started operating in opposition to imperialist regime / vive la revolution. Reality of laws vs. the perception of the law. Perception: high agreement that everything illegal should be punished with a heavy hand.
