Mid 1990s caseload began to decrease steadily: admin cases fluctuated and continued to increase until 1999. Declined to a low of 8. 5% of all cases in 2005 rose to 10. 9% in 2012. Ycja years overall drop by 26% Yoa/ycja cases dropped by almost half between 2002 -2003 and 2011-2012. Admin offences still third largest category that goes to court.
