High risk ofenders who do probaion or a condiional order of imprisonment as alternaive to prison. Small team of pos supervising a smaller caseload. Arguments for: cheaper than prison, reduces prison crowding, helps rehabilitaion. Arguments against: legal/ethical problems, too lenient, ofenders learn to outsmart it, more humane than prison, tighter supervision than probaion, makes ofenders work and make resituion, ofenders can reofend, cruel/unusual punishment, tool of the state to conine.
