It was presumed that the genesis of offender criminality lay in a variety of psychological and social factors therefore rehabilitation should involve identifying those factors that lead offenders into crime. In contrast, liberal-minded people felt the system was out of control because the rehabilitative model gave full authority to correctional officials. This allowed them to exercise their discretion in an inequitable and coercive fashion. Treatment programs were scathingly described as degradation ceremonies that simply widened the net and did more harm than good.
