Chapter 11: the efficacy of treatment programs in corrections. America: the belief that offenders should be reformed or rehabilitated dates to the beginnings of the penitentiary system in. And to do so without being mean spirited. Ascendency of the rehabilitative ideal: these 19th century ideas on rehabilitation in corrections remained unchallenged for many years after and had several important implications for latter day rehabilitative practices. It was presumed that the genesis of offender criminality lay in a variety of psychological and social factors therefore rehabilitation should involve identifying those factors that lead offenders into crime. In contrast, liberal-minded people felt the system was out of control because the rehabilitative model gave full authority to correctional officials. This allowed them to exercise their discretion in an inequitable and coercive fashion. Treatment programs were scathingly described as degradation ceremonies that simply widened the net and did more harm than good.
