Robert peel: response to increasing fear of crime and disorder from the industrial revolution, peel faced opposition from the public & politicians because of concern of power distribution, peel was denounced as a potential dictator. Peel attempted to legitimize the new police force by arguing it would benefit all citizens: established high standards of recruitment and training. Peel introduced the concept of community police stations. Police were to be proactive rather than reactive and engage in crime prevention activities. In the early days, laws were enforced on an informal basis by community residents. As demands of law and order increased, informal arrangements lost its effectiveness. First police constables appeared in quebec city in the mid-1600s and in upper canada (ontario) in the early 1800s.
