Norms - generally accepted ways of doing things. Deviance involved breaking a norm, crime involves breaking a law. Many norms do not require legal intervention, they are enforced informally. Hagan"s three categories of deviance seriousness: how harmful the act in question is deemed to be, how much agreement there is hat the behaviour in question is wrong, the severity of the punishment imposed on the behaviour. Consensus crime: most harmful actions that are evil in themselves (mala in se) Con ict crime: disagreement over whether or not these acts are harmful, wrong by de nition (mala prohibita) Deviance is also about how member of society react to behaviours, not just the behaviours themselves. Deviance is not universal; what is regarded as taboo in some places is normalized in others. Broadly concerned with the genesis of all social problems (climate change, health risks, car accidents, etc. ) whereas labelling theory is only concerned with crime/deviance.
