Symbolic resources that governments spend and save careless use of resources enirely displace intenions, symbols such as the lag, ccrf, etc. Governing instrument major ways in which governments seek to ensure compliance, support, and implementaion of public policy. Exhortaion poliical leaders atempt to secure compliance without threats, use persuasion. State of emergency all normal civil liberies and insituions are suspended, control is autocraic. New public management government should steer, not row arrange for provision of services, but not have to deliver itself. Many policy decisions fall on privaizaion of conlict least intrusive under npm. More of a challenge in public sector cannot evaluate from botom line" perspecive.
